主席先生,各位同事:

80年前,聯(lián)合國(guó)在各國(guó)人民鑄劍為犁的期盼中應(yīng)運(yùn)而生,承載了人人充分享有人權(quán)的偉大夢(mèng)想,成就了人類進(jìn)步事業(yè)的重要里程碑。
Eighty years ago, the United Nations was born amidst the hope of people around the world to beat swords into ploughshares, carrying the lofty dream for all people to enjoy full human rights and marking an important milestone in the cause of human progress.
80年后,百年變局加速演進(jìn),維護(hù)和平、促進(jìn)發(fā)展、保護(hù)人權(quán)更加深入人心,但與此同時(shí),全球和平赤字、發(fā)展赤字、安全赤字、治理赤字不斷加重,人類面臨何去何從的時(shí)代之問(wèn)。
Eighty years on, global transformation unseen in a century is accelerating, and maintaining peace, promoting development, and protecting human rights are more deeply ingrained convictions. In the meantime, deficits in global peace, development, security and governance are exacerbating, and we are confronted with the critical question of where humanity is headed in this new era.
習(xí)近平主席提出構(gòu)建人類命運(yùn)共同體重大理念和全球發(fā)展倡議、全球安全倡議、全球文明倡議,向世界貢獻(xiàn)了中國(guó)方案。習(xí)近平主席還指出,促進(jìn)和保護(hù)人權(quán)是全人類的事業(yè),需要大家共同商量、共同努力。我們?cè)竿鲊?guó)一道,堅(jiān)持正確人權(quán)觀,推動(dòng)改革和完善全球人權(quán)治理。
To answer this question, President Xi Jinping has made a call for the building of a community with a shared future for mankind, and put forward the Global Development Initiative, Global Security Initiative and Global Civilization Initiative, proposing China’s solution for the world. President Xi also points out that promoting and protecting human rights is a common cause for all humanity, and necessitates wide consultation and joint efforts. China stands ready to work with all countries to keep to the right approach to human rights and push for the reform and improvement of global human rights governance.
首先,我們要銘記初心使命,明確人權(quán)事業(yè)的真正內(nèi)涵。民主和自由不是裝飾品,不能用來(lái)當(dāng)擺設(shè)。檢驗(yàn)一國(guó)人權(quán)狀況的最重要標(biāo)準(zhǔn),就是本國(guó)人民的利益是否得到切實(shí)保護(hù),人民的獲得感、幸福感、安全感是否得以提升。
Firstly, we should stay committed to our original aspiration and founding mission, and clarify the true essence of the human rights cause. Democracy and freedom are not a decoration for display. The most important yardstick for a country’s human rights situation is whether the interests of its people are effectively protected and their sense of fulfillment, happiness and security improved.
為此,要堅(jiān)持以人民為中心,將人民的利益作為根本出發(fā)點(diǎn)和落腳點(diǎn),不斷解決好人民群眾最關(guān)心最直接最現(xiàn)實(shí)的問(wèn)題。實(shí)現(xiàn)發(fā)展為了人民、發(fā)展依靠人民、發(fā)展成果由人民共享,讓人民過(guò)上幸福生活。要對(duì)以人權(quán)為借口干涉他國(guó)內(nèi)政,置國(guó)家主權(quán)、安全和老百姓生命安危于不顧的言行堅(jiān)決說(shuō)不。
Therefore, we need to uphold a people-centered approach, make people’s interests the fundamental starting point and ultimate goal, and keep addressing the pressing and practical issues that people care the most. We need to ensure that development is for the people and by the people, its fruits are shared among the people, and its purpose is to deliver happiness to the people. We must say no to any words and deeds that use human rights as an excuse to interfere in the internal affairs of other countries in disregard of national sovereignty and security and the safety of people’s lives.
第二,我們要維護(hù)公平正義,明確人權(quán)事業(yè)的奮斗目標(biāo)?!妒澜缛藱?quán)宣言》鐫記人人生而自由,在尊嚴(yán)和權(quán)利上一律平等。人權(quán)兩公約明確指出,無(wú)論在何種情形下,任何民族之生計(jì),均不容剝奪。人權(quán)應(yīng)當(dāng)是所有人的權(quán)利,而不是少數(shù)人的專利。強(qiáng)者恒強(qiáng)、弱者恒弱的狀況不能再延續(xù),個(gè)體人權(quán)和集體人權(quán)的對(duì)立應(yīng)當(dāng)被糾正。
Secondly, we should uphold fairness and justice and clarify the goal of the human rights cause. As the Universal Declaration of Human Rights states, all human beings are born free and equal in dignity and rights. The two International Convenants on Human Rights clearly stipulate that in no case may a people be deprived of its own means of subsistence. Human rights should be an entitlement of all, not a prerogative of a few. The situation of the strong staying strong and the weak staying weak must not be allowed to continue, and the practice of pitting individual human rights against collective human rights must be redressed.
為此,要將生存權(quán)和發(fā)展權(quán)作為首要基本人權(quán),在維護(hù)國(guó)家主權(quán)、安全和尊嚴(yán)的前提下,統(tǒng)籌兼顧個(gè)人權(quán)利和集體權(quán)利,協(xié)調(diào)增進(jìn)政治、經(jīng)濟(jì)、社會(huì)、文化、環(huán)境、教育等各項(xiàng)權(quán)利,持續(xù)完善對(duì)婦女、兒童、老年人、殘疾人等特定群體權(quán)利的平等保障和特殊保護(hù),使各類權(quán)利相互促進(jìn)、相輔相成。要對(duì)在人權(quán)問(wèn)題上搞雙重標(biāo)準(zhǔn)甚至多重標(biāo)準(zhǔn)的言行堅(jiān)決說(shuō)不。
To this end, the rights to subsistence and development should be taken as the fundamental human rights of primary importance. On the premise of safeguarding national sovereignty, security and dignity, we need to take a balanced approach to individual and collective rights, to advance political, economic, social, cultural, environmental, educational and other rights in tandem, and to further ensure equality and special protection for specific groups including women, children, the elderly, and people with disability. This is the way to ensure that all types of rights complement and reinforce each other. We must say no to any words and deeds that apply double or even multiple standards on human rights issues.
第三,我們要堅(jiān)持交流互鑒,明確人權(quán)事業(yè)的實(shí)現(xiàn)路徑。世界上沒(méi)有放之四海而皆準(zhǔn)的道路模式。各國(guó)根據(jù)本國(guó)實(shí)際選擇的人權(quán)發(fā)展道路沒(méi)有高下之分,只有特色之別。人權(quán)治理體系要由各國(guó)一起來(lái)建設(shè),人權(quán)發(fā)展成果要由各國(guó)共同分享,人權(quán)道路理念要由各國(guó)交流互鑒。
Thirdly, we should stay committed to engagement and mutual learning and clarify the path to promoting human rights. There is no one-size-fits-all model for human rights. Countries choose their own path to human rights progress according to their national conditions. No path is superior to others, and each has its own distinctive features. Human rights governance should be built by all, the benefits of human rights development should be shared by all, and its path and philosophy should be explored through engagement and mutual learning among all countries.
為此,我們要踐行真正的多邊主義,秉持公正、客觀、非選擇性、非政治化原則,在平等和相互尊重基礎(chǔ)上開展建設(shè)性的對(duì)話合作,切實(shí)提升“全球南方”國(guó)家的代表性和發(fā)言權(quán),推動(dòng)建設(shè)公正合理包容的全球人權(quán)治理體系。要對(duì)將自身模式和好惡強(qiáng)加于人,將人權(quán)政治化、工具化、武器化的言行堅(jiān)決說(shuō)不。
In this regard, it is important for us to uphold true multilateralism, to adhere to the principles of impartiality, objectivity, non-selectivity and non-politicization, to conduct constructive dialogue and cooperation on the basis of equality and mutual respect, to effectively increase the representation and voice of Global South countries, and to build a just, equitable and inclusive global human rights governance system. We must say no to any words and deeds that impose one’s own model or will upon others, that politicize, instrumentalize or weaponize human rights.
主席先生,各位同事,

中國(guó)正在進(jìn)一步全面深化改革、推進(jìn)中國(guó)式現(xiàn)代化。中國(guó)追求的不是獨(dú)善其身的現(xiàn)代化,而是愿同各國(guó)一道,實(shí)現(xiàn)和平發(fā)展、互利合作、共同繁榮的世界現(xiàn)代化。我們將以人類前途為懷、以各國(guó)福祉為念,做國(guó)際合作的踐行者、文明互鑒的推動(dòng)者、人類命運(yùn)共同體的建設(shè)者,以更加積極有為的姿態(tài)參與國(guó)際人權(quán)合作,與各方共同開創(chuàng)全球人權(quán)事業(yè)美好的未來(lái)。
China is further deepening reform comprehensively to advance Chinese modernization. The modernization we are pursuing is not exclusive, but one of peaceful development, mutually beneficial cooperation and common prosperity for all countries. China, caring deeply for the future of humanity and the wellbeing of all countries, will be a practitioner of international cooperation, a promoter of mutual learning among civilizations, and a builder of a community with a shared future for mankind. We will be more proactive in international human rights cooperation, and together with all sides, work to usher in a better future for the global cause of human rights.?
