很高興出席“聯(lián)合國日”慶?；顒?dòng)。今年是世界反法西斯戰(zhàn)爭(zhēng)勝利和聯(lián)合國成立80周年。80年櫛風(fēng)沐雨，聯(lián)合國承載著各國人民的美好愿望，為維護(hù)世界和平、促進(jìn)可持續(xù)發(fā)展作出了不可替代的重要貢獻(xiàn)。
It is my great pleasure to celebrate with you the United Nations Day. This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the U.N.?Over the past eight decades, through trials and hardships, the U.N. has embodied the aspirations of people from around the world, and made vital contributions that are irreplaceable to upholding world peace and promoting sustainable development.
當(dāng)前，世界進(jìn)入新的動(dòng)蕩變革期，單邊主義、霸權(quán)主義、冷戰(zhàn)思維卷土重來，和平赤字、發(fā)展赤字、安全赤字、信任赤字有增無減，種種亂象令人痛心憂慮。聯(lián)合國作為最具普遍性、代表性和權(quán)威性的政府間國際組織，肩負(fù)著更加重大的使命和責(zé)任。在聯(lián)合國成立80周年之際，我們應(yīng)該重溫聯(lián)合國創(chuàng)立的初心，弘揚(yáng)聯(lián)合國憲章宗旨和原則，堅(jiān)定維護(hù)以聯(lián)合國為核心的國際體系和以國際法為基礎(chǔ)的國際秩序，攜手應(yīng)對(duì)全球性挑戰(zhàn)，增進(jìn)全人類共同福祉。
The world has now entered a new period of turbulence and transformation. Unilateralism, hegemonism and the Cold War mentality are resurfacing, deficits in peace, development, security and trust are growing even more pronounced, and incessant chaos is indeed disheartening. As the most universal, representative, and authoritative intergovernmental organization, the U.N. now bears a heightened mission and greater responsibilities. As we celebrate its 80th birthday, we should rekindle the spirit that gave birth to this organization, champion the purposes and principles of the U.N. Charter, and firmly safeguard the U.N.-centered international system and the international order based on international law, to join hands to tackle global challenges and advance the well-being of all humanity.
中國是聯(lián)合國創(chuàng)始會(huì)員國之一，也是第一個(gè)在聯(lián)合國憲章上簽字的國家。歷經(jīng)國際風(fēng)云變幻，中國始終堅(jiān)定站在歷史正確一邊，全力支持聯(lián)合國事業(yè)，積極承擔(dān)大國責(zé)任，矢志不渝做全球發(fā)展的貢獻(xiàn)者、世界和平的維護(hù)者、人類文明的促進(jìn)者、國際秩序的建設(shè)者，永遠(yuǎn)是聯(lián)合國可以信賴的伙伴。這些年，習(xí)近平主席先后提出構(gòu)建人類命運(yùn)共同體理念和全球發(fā)展倡議、全球安全倡議、全球文明倡議、全球治理倡議，為應(yīng)對(duì)世界變局、破解緊迫難題貢獻(xiàn)了中國智慧。這些理念、倡議、主張同聯(lián)合國憲章宗旨和原則高度契合，為新形勢(shì)下維護(hù)聯(lián)合國權(quán)威、重振多邊主義貢獻(xiàn)了中國方案。四大全球倡議各有側(cè)重、并行不悖，形成以發(fā)展促繁榮、以安全保穩(wěn)定、以文明增互信、以治理求公正的有機(jī)整體，為變亂交織的世界注入穩(wěn)定性和確定性。
China is a founding member of the U.N., and the first country to sign the?U.N. Charter. Amid profound changes in the international landscape, China has all along stood firmly on the right side of history. We have fully supported the cause of the U.N., actively undertaken responsibilities as a major country, and stayed committed to being a contributor to global development, a defender of world peace, a driver of human civilizations, and a builder of international order. We have and will always be a reliable partner of the U.N. Over the years, President Xi Jinping has put forward the vision of building a community with a shared future for humanity, the Global Development Initiative (GDI), the Global Security Initiative (GSI), the Global Civilization Initiative (GCI), and the Global Governance Initiative (GGI), sharing China’s wisdom for addressing international changes and overcoming pressing issues. These ideas, initiatives, and proposals are perfectly in line with the purposes and principles of the U.N.?Charter. They are also China’s solutions for upholding the U.N.’s authority and revitalizing multilateralism under the new circumstances.?The four major Global Initiatives, each with its own focus, are entirely compatible. They constitute an organic whole where development promotes prosperity, security ensures stability, civilization deepens trust, and governance advances justice, bringing stability and certainty to a turbulent and fluid world.
全球發(fā)展倡議有力提振國際發(fā)展合作。國際社會(huì)面臨的諸多難題，追根溯源都與發(fā)展有關(guān)。針對(duì)2030年可持續(xù)發(fā)展議程嚴(yán)重滯后、發(fā)展問題被政治化邊緣化的現(xiàn)實(shí)，全球發(fā)展倡議聚焦本質(zhì)和根源，呼吁始終將發(fā)展置于多邊議程的中心。倡議提出4年來，130多個(gè)國家和國際組織積極參與，動(dòng)員了230多億美元資金，開展了1800多個(gè)合作項(xiàng)目。從打井灌溉到修橋筑路，從菌草栽培到雜交水稻技術(shù)推廣，從重大標(biāo)志性工程到“小而美”民生項(xiàng)目，全球發(fā)展倡議展現(xiàn)了更具包容性、更可持續(xù)的國際發(fā)展合作范式，為加快落實(shí)2030年議程注入了強(qiáng)勁動(dòng)力。
The GDI has boosted international cooperation on development.?The many thorny issues faced by the international community are fundamentally about development. As progress on the 2030 Agenda for Sustainable Development is seriously lagging behind, and development issues are being politicized and marginalized, the GDI brings focus back to the fundamentals, and calls for development to remain at the very center of all multilateral agendas. Over the past four years since the GDI was proposed, more than 130 countries and international organizations have actively participated in its implementation, over US$23 billion mobilized, and over 1,800 cooperation projects launched. From well drilling and irrigation to building bridges and roads, from the application of juncao technology to the promotion of hybrid rice farming, from major landmark projects to “small and beautiful”?livelihood programs, the GDI has demonstrated a more inclusive and sustainable model for international cooperation on development, and injected strong impetus to a faster implementation of the 2030 Agenda.
全球安全倡議著眼對(duì)話協(xié)商化解國際爭(zhēng)端。當(dāng)今世界并不安寧，地區(qū)沖突此起彼伏，聯(lián)合國要推動(dòng)實(shí)現(xiàn)世界長治久安任重而道遠(yuǎn)。全球安全倡議立足于各國同處地球村的客觀現(xiàn)實(shí)，倡導(dǎo)共同、綜合、合作、可持續(xù)的安全觀，主張通過和平方式化解分歧，同古特雷斯秘書長提出的“新和平綱領(lǐng)”目標(biāo)一致。4天前，國際調(diào)解院在香港正式成立，這是倡議落實(shí)的最新實(shí)踐。國際調(diào)解院與現(xiàn)有機(jī)制相互補(bǔ)充，為各方和平解決國際爭(zhēng)端提供了新途徑，未來將持續(xù)匯聚國際社會(huì)應(yīng)對(duì)全球安全挑戰(zhàn)的共識(shí)與合力。
The GSI has advocated dialogue and consultation in resolving international disputes.?In a world far from tranquil, where regional conflicts keep flaring up, the U.N.’s mission to secure lasting peace for the world remains as daunting as ever. Proceeding from the basic fact that all countries are in the same global village, the GSI champions the vision of common, comprehensive, cooperative and sustainable security, and advocates peaceful resolution of differences, which is in line with the goal of the New Agenda for Peace proposed by Secretary General António Guterres. Four days ago, the International Organization for Mediation (IOMed) was officially inaugurated in Hong Kong, marking the latest tangible implementation of the GSI. The IOMed, while complementary with current mechanisms, provides a new means for parties to peacefully resolve international disputes, and will continue to pool international consensus and strength in tackling global security challenges.
全球文明倡議致力于促進(jìn)文明交流互鑒。多元文明是人類社會(huì)的共同財(cái)富，包容互鑒是多邊主義的應(yīng)有之義。歷史上不同文明相互遇見、彼此成就，共同推動(dòng)了人類社會(huì)發(fā)展進(jìn)步。全球文明倡議回應(yīng)了國際社會(huì)增進(jìn)對(duì)話交流的呼聲，主張以文明交流超越文明隔閡、文明互鑒超越文明沖突、文明包容超越文明優(yōu)越，通過文明之間對(duì)話對(duì)接，相互汲取智慧，找到復(fù)雜挑戰(zhàn)的破解之道，拓寬世界現(xiàn)代化的道路。去年，聯(lián)合國大會(huì)一致通過中國和80多個(gè)國家共提的決議，設(shè)立了“文明對(duì)話國際日”，為國際社會(huì)消除偏見誤解、增進(jìn)理解信任提供了新的平臺(tái)。
The GCI is committed to promoting exchanges and mutual learning between civilizations.?Diversity of civilizations is a common treasure of human society, and inclusiveness and mutual learning is an essential part of multilateralism. In the course of history, different civilizations have engaged with each other, contributed to each other’s development, and jointly promoted the development of human society. In response to the international call for greater dialogue and exchanges, the GCI champions exchanges to overcome estrangement between civilizations, mutual learning to prevent their clashes, and coexistence to overcome a false sense of superiority. Dialogue and engagement will help different civilizations draw wisdom from each other, find solutions to complex challenges, and broaden the world’s path toward modernization. Last year, the U.N. General Assembly adopted a resolution cosponsored by China and over 80 other countries, designating the International Day for Dialogue among Civilizations. This has provided a new platform for the international community to remove bias and misperception and enhance mutual understanding and trust.
全球治理倡議錨定和踐行真正的多邊主義。國際格局正在發(fā)生深刻變化，全球南方群體性崛起，糾正歷史不公、塑造國際公平正義成為絕大多數(shù)國家的共同訴求。全球治理倡議順應(yīng)世界多極化的歷史潮流和聯(lián)合國改革自強(qiáng)的時(shí)代要求，核心要義是奉行主權(quán)平等、遵守國際法治、踐行多邊主義、倡導(dǎo)以人為本、注重行動(dòng)導(dǎo)向，努力方向是構(gòu)建更加公正合理的全球治理體系。倡議一經(jīng)提出，就引發(fā)國際社會(huì)強(qiáng)烈共鳴，140多個(gè)國家和國際組織明確表示歡迎支持。中方將與各方攜手，在倡議指引下，堅(jiān)定維護(hù)聯(lián)合國權(quán)威和核心地位，支持聯(lián)合國推進(jìn)落實(shí)《未來契約》，更有效應(yīng)對(duì)時(shí)代挑戰(zhàn)。
The GGI commits to and practices true multilateralism.?The international landscape is undergoing profound changes. With the rise of the Global South as a group, redressing historical injustice and shaping international fairness and justice have become a shared aspiration of the vast majority of countries. The GGI follows the historical trend of multipolarity in the world and the call of the times for the U.N. reform and strengthening. It centers on adhering to sovereign equality, abiding by international rule of law, practicing multilateralism, advocating the people-centered approach, and focusing on taking real actions, in a bid to build a more just and equitable global governance system. Upon its proposal, the GGI received enthusiastic responses from the international community, with over 140 countries and international organizations clearly expressing their welcome and support. Under the guidance of the GGI, China will work with all parties to firmly uphold the authority and central role of the U.N., support the U.N. in implementing the Pact for the Future with a view to more effectively addressing the challenges of the times.

昨天，中國共產(chǎn)黨第二十屆四中全會(huì)勝利閉幕，會(huì)議審議通過了《中共中央關(guān)于制定國民經(jīng)濟(jì)和社會(huì)發(fā)展第十五個(gè)五年規(guī)劃的建議》，明確了今后五年的目標(biāo)任務(wù)。中國經(jīng)濟(jì)基礎(chǔ)穩(wěn)、優(yōu)勢(shì)多、韌性強(qiáng)、潛能大，長期向好的支撐條件和基本趨勢(shì)沒有變。在中國共產(chǎn)黨的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，中國將堅(jiān)定不移推動(dòng)高質(zhì)量發(fā)展，擴(kuò)大高水平對(duì)外開放，開創(chuàng)合作共贏新局面?？梢灶A(yù)見的是，中國的高質(zhì)量發(fā)展將繼續(xù)為世界提供更豐富的發(fā)展機(jī)遇、更廣闊的發(fā)展空間。
Yesterday, the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) was successfully concluded.?Participants at the session deliberated over and adopted the Recommendations of the Central Committee of the CPC for Formulating the 15th Five-Year Plan for Economic and Social Development, outlining the objectives and tasks for the next five years. The Chinese economy is on solid foundations, demonstrating advantages in many areas, strong resilience and great potential. The conditions and underlying trends supporting long-term growth remain unchanged. Under the strong leadership of the CPC, China will continue to stay firmly committed to high-quality development, promote high-standard opening up, and create new horizons for mutually beneficial cooperation. It is foreseeable that China’s high-quality development will continue to open up more development opportunities and even broader prospects for development to the world.
今天在座的很多朋友來自聯(lián)合國發(fā)展機(jī)構(gòu)，承擔(dān)著落實(shí)2030年議程的崇高使命。在中國改革開放進(jìn)程中，聯(lián)合國駐華發(fā)展機(jī)構(gòu)也作出了積極貢獻(xiàn)。借此機(jī)會(huì)，我向聯(lián)合國駐華發(fā)展機(jī)構(gòu)所有同事表示衷心感謝！今年6月，中方同聯(lián)合國簽署了新一期可持續(xù)發(fā)展合作框架，許多聯(lián)合國發(fā)展機(jī)構(gòu)也通過了新一期中國國別方案，為雙方下一個(gè)五年合作勾勒了藍(lán)圖。展望未來，我們期待各駐華機(jī)構(gòu)繼續(xù)支持并參與中國式現(xiàn)代化建設(shè)，也希望通過聯(lián)合國駐華機(jī)構(gòu)，發(fā)揮聯(lián)合國的全球網(wǎng)絡(luò)優(yōu)勢(shì)，向其他發(fā)展中國家分享中國的發(fā)展理念和實(shí)踐經(jīng)驗(yàn)，為各國共同發(fā)展作出更大貢獻(xiàn)。
Many of the friends present today are from the U.N. development agencies and undertake the noble mission of implementing the 2030 Agenda. U.N. development agencies resident in China made positive contributions to China’s reform and opening up. I would like to take this opportunity to extend sincere gratitude to all colleagues from these agencies. In June this year, China signed the U.N. Sustainable Development Cooperation Framework for China for a new period with the U.N. Many U.N. development agencies also adopted new country programs for China, drawing a blueprint for our cooperation in the next five years. In the coming years, we look forward to your continued support for and participation in Chinese modernization. It is also hoped that the U.N. agencies resident in China will help us tap into the U.N.’s extensive global reach to share our development visions and experience with other developing countries with a view to making even greater contributions to the common development of all countries.

After an 80-year journey, the U.N. has entered a new historical stage.?Cooperation between China and the U.N. has also come to a new historical starting point. In the new era, China is ready to work with all parties to act on the four major Global Initiatives, respond to global challenges in solidarity, press ahead in pursuit of the lofty goal of building a community with a shared future for humanity, and work together for a better future.
